Qubadlı (also, Ghubat’ly, Koubately, Kubatlu, Kubately, and Qubadly), known as Vorotan by the Armenians, is a town in Azerbaijan (de jure). However, it is de facto controlled by the Nagorno Karabakh Republic forces.
