Hushur bin Maktoum in 1859 after the death of Sheikh Said bin Butti became ruler of the emirate of Dubai.[1]

He proved himself to be a capable ruler with a strong sense of justice. He undertook the agreements which his predecessors had signed with the British and the rulers of Abu Dhabi and Umm al-Quwai regarding a truce along Dubai's coast. Sheikh Maktoum bin Hascher granted foreign merchants tax exemption, which settled more and more merchants in Dubai. Thus, he laid the foundation for today's position of Dubai.[2]
